Some Key and Descriptive Flexfields for Japan error out with APP-FND-01103 as follows.
How to fix these errors?

APP-FND-00738: Error detected when attempting to load value sets in routine SETUP_DESCR_VSETS (SEGMENT=BASIC_PENSION_NUMBER) (CONTEXT=JP_HI_SPOUSE)
APP-FND-00706: Routine FDFAVS3: : Detected a data error.
APP-FND-00706: Routine FDFATS3_TBL: : Detected a data error.
APP-FND-00770: Program error: Invalid arguments to the flexfield routines. Please inform your support representative that:
Flexfield cannot interpret combination QuickPick column clause. The flexfield user exit #FND POPID has been called incorrectly.
Make sure the COLUMN= parameter is correct. Make sure the display width is specified properly with no spaces, and with both open and close parentheses. (COLUMN=SUBSTRB(hr_general.decode_lookup('PHONE_TYPE', pp.phone_type),1,80) "APPL=PER;NAME=HR_JP_PHONE_TYPE"(*)) (VSNAME=PER_JP_NP_NOTIFIER_PHONE)
