On OTM version 6.2.4

ACTUAL BEHAVIOR
---------------
When importing an XML file into OTM the file is processed and the Transmission does not move to ERROR however the log does show an error because the Transmission did in fact fail.

EXPECTED BEHAVIOR
-----------------------
Expect the transmission to be set to 'ERROR' and not 'PROCESSED'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a shipment in OTM.
2. Create and send in an XML file to add an Accessorial that does not exist within OTM, ensure the 'I' code is used for Insert only.
3. Upload the file and note the transmission manager states the file is shown as 'PROCESSED and not 'ERROR'.
