CSV Upload for RATE_OFFERING with "IU" Command goes to "Skipped" (Doc ID 1449060.1)

Symptoms


When uploading a CSV file for RATE_OFFERING using the Command option of "IU", the processing of the CSV is being listed as being skipped (i.e. the value is reported in the "SkipCount". When using the command of "I" or "U", this is correctly processed or failing depending on the existence of the data.

Steps to Replicate:
----------------------
1. Navigate to Business Process Automation -> Integration -> Integration Manager -> Upload an XML/CSV Transmission
2. Select the CSV file
3. Click "Upload"
4. Select "Command" of "iu"
5. Click "Run
