Symptoms

On : 12.1.3 version, Setup Issues

When attempting to change the date format via Preferences setup Date Format --from 'DD-MON-YYYY' to YYYY, MON,DD
the following error occurs while trying to submit the Collect Revenue Recognition Information program

ERROR

APP-FND-01564: ORACLE error 1861 in FDFGDF

Cause: FDFGDF failed due to ORA-01861: literal does not match format string.

The SQL statement being executed at the time of the error was: SELECT TO_CHAR(TO_DATE(FND_DATE.DATE_TO_DISPLAYDATE(LAST_PROCESS_UPTO_DATE)) -30,'DD-MON-YYYY') FROM CST_REVENUE_COGS_CONTROL WHERE CONTROL_ID = :a1 and was executed from the file &ERRFILE.

The issue can be reproduced at will with the following steps:
1. CHANGE Preferences setup Date Format
2. Run Collect Revenue Recognition Information
