Symptoms
On : 12.1.1 version, IAS for Applications Technology,
when attempting to access login page, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Startup the Workflow Agent Listener Service.
2. Access the Applications login page.
3. Receive the error above.
