Purchase order creation error when trying to create a BPA from Sourcing RFQ if item description > 240

1) Steps to Reproduce

1. Create a requisition in iProcurement. One of the line on the req has an item description length greater than 240

2. Autocreate the requisition into a ‘Sourcing RFQ’

3. Publish the RFQ

4. Receive Supplier quotes

5. Award it to one of the suppliers

6. Complete the Award to create a Blanket Purchase Agreement

Receive error at step 6 and BPA is not created.
