Inter-Org Transfer - Incorrect Item Cost In Destination Organization (Doc ID 1455178.1)

Symptoms

ACTUAL BEHAVIOR  
---------------
Inter-Org Transfer- Profile:CST: Transfer Price Option is set to"Yes-Price not as incoming cost. Using Average Costing.
 However this is not happening and inventory valuation in receiving org is being accounted at zero cost (which is the cost in shipping org).

EXPECTED BEHAVIOR
-----------------------
 Expect transaction cost and Inv Valuation in receiving org to be based on current average cost in receiving org.
Expected functionality is that transaction cost for the 1 unit transferred from LOG to be the current average cost in UAS which is $53.50


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Shipping:
Inventory Responsibility>Transactions>Inter-Org transfer (Current Org LOG)
Enter Ship to Prg (UAS), Item Number, Quantity- Complete transaction

2. Receiving:
Inventory Responsibility>Transaction>Receiving>Receipts (Current Org UAS)
Complete two step receiving (receive and deliver to desired subinventory in UAS

3. Verify Cost of transaction in UAS.
Cost Manager-SLA Responsibility (current Og UAS).Cost>Item Cost History
Enter Item Number> Click Find
See that transaction Cost for Intransit shipment transaction is $0 and new average cost has changed based on transaction cost of $0 and new quantity.
