Final Approvers are Not Receiving Notifications To Approve/Reject Appraisals

On : 12.1.3 version, Appraisals

When attempting to forward a previously Rejected Appraisal the final approver is unable approve/reject appraisals as no notification is received,
the following error occurs in the WF Monitor

Failed Activity: Notify rejected Employee V4.0
Activity Type: Notice
error Message: 3120: Activity 'HRSSA/238179' has no performer
Error Stack: Wf_engine_util.Notification_send(HRSSA, 29568, 238179, HRSSA:HR_NTFY_FINAL_REJ_EMP_V4_MSG) Wf_Engine_util.Notification(HRSSA, 25568, 238179, RUN)

The issue can be reproduced at will with the following steps:
1. Final approvers do not see the Notification in the Worklist area of their Home Page.
2. when querying the appraisal in per_appraisal, the status is showing 'PENDINGAPR'
