PRC: Update Project Summary Amounts Does Not Include Previous Year Closed Projects Shown in PSI (Doc ID 1457275.1)

Symptoms

Running  PAXACMPT module: PRC: Update Project Summary Amounts fails with
 
MSG-00001: proj_accum: **** PLEASE REFRESH THE PROJECT XXXXXXXXXXX ****
MSG-00001: proj_accum: ****** PROJECT IS CLOSED AND NOT ELIGIBLE FOR ACCUMULATION *******

Update Project Summary Amounts  does not include previous year closed project

The issue was that the YTD figures were not reset for the closed projects in the first period of the new financial year, which as a consequence has overstated the YTD figures.  
 
Running PRC: Refresh Project Summary Amounts will correct the amounts
