 Add the provision to default actual completion date of Work Order to system date during Work order completion

Background of the requirement:

While completing work orders that have planned dates in the past,the system defaults the actual completion dates same as planned dates.  

(Planned dates : Scheduled Start and Scheduled End dates)

Customers looking to change the defaulted dates to system date to reflect the current date of completion,were looking for change in defaulting pattern of actual dates of work order.
