Container Optimization Not Giving Reasonable Results

Symptoms
While performing the Container Optimization query from Ask OTM with equipment weight as 2100 kgs, when the combination is given as:
2 THU with weight 1500 kg volume 8 lbs
2 THU with weight 500 kg volume 8 lbs
OTM shows capacity used as three.
EXPECTED BEHAVIOR

OTM should use two container as two containers have the capacity(2100+2100=4200 kgs) to accommodate two 1500 kgs and two 500 kgs weight(1500X2+500X2=4000 kgs).
STEPS

The issue can be reproduced at will with the following steps:
1. Login to OTM
2. Navigate to Shipment Management> Equipment Management> Equipment Group > create new with weight=2100 kg and volume=18 lb
3. Navigate to Shipment Management> Power Data> Planning Parameter> Change the parameter 3D based Load configuration to TRUE.
4. Go to Container Optimization in Ask OTM
Select the equipment created in step 2 and planning parameter created in step 3 and query for below lines:
THU with weight 1500 kg , volume 8 lb,number of THU 2
THU with weight 500 kg, volume 8 lb, number of THU 2
OTM shows capacity used as three.
