Unable to Enter Addresses for iRecruitment Users Due to Address Validation (Doc ID 1459662.1)

When registered users from countries other than the United States upload their resumes, the following error occurs.

The following required fields do not have values: Location Type, Location Name, Province Name

The issue can be reproduced at will with the following steps:
1. Go to the external iRecruitment site.
2. Log on as a registered user from Spain.
3. Click on the 'My Account' subtab.
4. Click on the 'Upload Resume' button.
5. Enter the details of the resume.
6. Click the 'Continue' button.
7. Click on the 'Save' button.
