Patch 8764487 has been applied as per Doc ID 869621.1, still the issue exists.
Steps to reproduce

Enable AVS /CVV parameters in Payments
Payments Setup Administrator resp > System Security Options > "Credit Card Own Verification
Control" > select Yes for both fields :
-- Require Security Code Entry
-- Require Statement Billing Address Entry
Submit an order from iStore. Include security code.
