Symptoms
Unable to get RDA diagnostics test in LOV of "Payables" or other modules after upgrade EBS to 12.1.1 from 11i.
The issue can be reproduced following the steps below:
Login to the E-Business Suite and select the responsibility "Application Diagnostics" from the Oracle Application Home Page. Then on the right side panel of the navigator page there are 3 menu items
1. Diagnose
2. View Reports
3. Configure
Click on Diagnose => Choose the "Select Application" button where it then paged through SQLAP Payables => But there is not test to execute RDA for Payables application

Upgrade from release 11i to release 12.1.1
