R12 When Upgrade Find Period End / Period Average Currency Rate Type For Translation Has Set_of_books_id Appended (Doc ID 1463136.1)

Symptoms

When upgrading from R11i to R12, the upgrade process creates a different Period End and Period Average rate type for each set of books upgraded to ledger and appends the ledger_id 
e.g. In R11i one Period End rate type called Period End becomes Period End1001

It does not create a single rate type although the same period rate and period average rate was used for Translation in all sets of books in R11i.

The “Balance level” reporting currency is the only one that will have the Default Period End Rate Type and Default Period Average Rate Type fields available.
The Subledger and Journal level reporting currencies do not have these.
The “Balance level” reporting currency is the one used for Translation.
