On 12.1 HRMS RUP4
ACTUAL BEHAVIOR

Find when trying to rehire an ex-employee they are not appearing in the list in self service under Applicant and Re-hire.
EXPECTED BEHAVIOR
-----------------------
Expect to see this one employee that is trying to be rehired to come up in the list.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self-Service
2. Applicant and Re-hire
3. Search for the specific ex-employee to be rehired
4. They do now show up in the list.
