Symptoms
OTM is configured to use Order Priority as well as Location Capacity. When planning orders of different priority combination, it is expected to group the orders by priority and plan the high priorities first using up the capacity. If no capacity remains, the low priority orders should fail, however it is found that low priority orders are planning and high priority orders are failing.
