RVCTP Errors When Trying To Receive The Item RVTTH-448: Subroutine Returned Error (Doc ID 1464676.1)

Symptoms

When attempting to receive specific item of Purchase order
the following error occurs in Receiving Transaction Processor program RVCTP

RVTTH-448: Subroutine  returned error
Cause:        Subroutine  returned an internal error.  
Action:        Note this error number and the actions you are trying to perform. Contact your system administrator for assistance.


Steps
The issue can be reproduced at will with the following steps:
Purchasing > Receiving > Receipts
Enter Purchase Order number
Save the Receipt
Go to View requests
Receiving Transaction processor program completed error
 

When debugging further following instructions of <Note 299497.1>
fnd_log_messages shows
