Symptoms

When a RIQ is done that is meant to reference a rate in Kewill, the rate is not returned.

According to the log it fails the servprov rule:

2012-03-08 14:52:49.678 244792 Debug Planning Entity: <DOMAIN>.<RATE_OFFERING_ID>
failed rospRule [

No specific servprov is entered for the RIQ, there is no entry on the location routing tab in the field Service Provider Profile.
