Rate Cost Configured with 'NOT IN' Operator is Passing When Object is Not in List of Values Separated by Comma (Doc ID 1465372.1)

Symptoms

A Rate Condition is configured to use the Operator of "Not In" followed by a list of values separated by comma to denote the list of strings that are NOT to match. When running an RIQ or planning an order that should not match this condition, the rate is still being considered.

For example, the rate condition can be:

"Source Country" NOT IN "USA,CAN"

When planning (or RIQ) with a Source of USA, the rate is still considered.
