Symptoms

A Commitment Allocation is configured to distribute shipments across multiple Service Providers. When Bulk Planning, the distribution works fine. However, if the planning is done via an Agent, using the Action: BUILD SHIPMENT that is triggered from a Data Query, the shipments are all assigned to the same Service Provider
