Shipment Events not Related to a Location on the Shipment Have Their Time Displayed as the User Timezone Preference Instead of Displaying "Local" (Doc ID 1467488.1)

Symptoms

When viewing the events entered on a shipment that are non-stop related via the Actions > Shipment Management > Events > View Events action the times will appear with timezone of the user's assigned preference instead of "Local" as expected.

Replicating steps:

1. Enter several non-stop related events on a shipment - Be sure and make note of the date and time you use for the test

2. View the Event Date/Time on the shipment in the view events via the Actions > Shipment Management > Events > View Events screen. Compare the date/time on the screen to the date and time you used for step 1. This may show the time as offset by x hours and the time zone displayed as the users preference time zone.

3. View the same Event Date/Time information on the shipment in the in the Track and Trace smartlink by bringing up the shipment in the shipment finder screen and right clicking to open the Smartlinks and then picking Track and Trace. Using this access method the time zone should be showing properly as "Local".
