Transaction Managers Fail With ORA-01000: Maximum Open Cursors Exceeded.

Symptoms
Intermittently, the Generic Service Manager (FNDSM) and/or the Transaction Managers (PODAMGR, INVTMRPM, RCVOLTM) log files show the following error message:
"ORACLE error 1000 in fdudat
Cause: fdudat failed due to ORA-01000: maximum open cursors exceeded.
The SQL statement being executed at the time of the error was: SELECT TO_CHAR(SYSDATE,'YYYY-MM-DD HH24:MI:SS') FROM DUAL WHERE ROWNUM=1 and was executed from the file &ERRFILE."
"Routine AFPSMG encountered an ORACLE error. ORA-01000: maximum open cursors exceeded"
