Symptoms
When attempting to withdraw dispatch once the dispatch is confirmed to the driver on the shipment, the following error occurs.

Shipment is not in a state for WKFLW_Withdraw_Work_Assignmen
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a shipment.
2. Assign a driver and equipment to the shipment.
3. Confirm dispatch to the driver on the shipment.
4. Withdraw dispatch to the driver on the shipment from the buy shipment actions.
