Symptoms
A rate is configured with a minimum charge (on the rate level) and
accessorial, the rate cost is setup as ‘per total distance travel’. When
running an RIQ, if a distance cannot be calculated, the min cost and
accessorial cost are still returned. This is a change in behaviour from past
version 5.5.
