Symptoms

Problem Statement:


"Upgrade Employee Tax Scales" does not appear to work in a multi-business group environment.
 
When running "Upgrade Employee Tax Scales" within a business group, in LIST mode, all eligible assignments from all business groups are included in the report.
 
When running in UPGRADE mode, this fatal error occurs: 

The primary key specified is invalid
 
    Cause:        The primary key values specified are invalid and do not exist in the schema.  
 
    Action:        Check the primary key values before attempting to carry out the operation again.

    Upgrading Tax Scales for Employee from 7 to 2
    This mode will update the Assignment Leave Loading Flag from No to Yes effective 01-JUL-2012
    This mode will also update the Assignment Tax Scale in element entries from
    7 to 2 effective 01-JUL-2012 UPGRADE is only done for those employees having open ended element entry for

    Tax Information element as of 01-JUL-2012 and having open ended assignment entry record as of 01-JUL-2012
 
    ***** ERRORS *****
    Report to Oracle Support.

    -20001 : ORA-20001: The primary key specified is invalid
    ...etc...




Steps to Reproduce:
  The issue can be reproduced at will with the following steps:

  1. Log in to responsibility: Australian HRMS Manager  
  2. Submit 'Upgrade Employee Tax Scales' with:
      MODE: List of Employees eligible for upgrade
     
      Result is a report that contains 477 people, from all business groups.
  3. Submit the same from Australian HRMS Manager (ABC) responsibility and the report generated is identical.
  4. Back to responsibility Australian HRMS Manager (VFS), submit Upgrade Employee Tax Scales with:
    MODE: Upgrade Employees From Tax Scale 7 to 2

        and it errors.
