Symptoms
The new feature, "Allow Unallocated Line Types" flag, is missing on the Book Controls form - FAXSUBCT.
New Behavior

Mass Additions Create Program in Payables will now interface unallocated charge lines ('FREIGHT','MISCELLANEOUS') and tax lines ('NONREC_TAX') which satisfy the mass additions criteria.
Discount lines related to such unallocated lines will also be interfaced to Fixed Assets.
In order to use this feature, the "Allow Unallocated Line Types" flag needs to be enabled for the book in FA Book Controls window.

which includes the Payables Enhancement per Bug 13821160 to allow unallocated lines to interface from Payables to Fixed Assets
