Only Single Resource Being Considered When Scheduling Appointment (Doc ID 1474716.1)

OTM is not looking separately at each dock, it is looking at a single dock,finding the open appointment, then sticking with that until it gets a time.  OTM is then looking at the other dock from that time and is not looking for earlier free slots.

Expect all available slots to be shown.

The issue can be reproduced at will with the following steps:
1. Create a Shipment.
2. Use the Action of 'Schedule Appointment'.
3. There are two dock doors that can be used, not that not all available times are returned from both doors.
