Driver Unassign Action Causing Redrive of Downline Spot Bid Shipment Resulting in Error: "Rate service PK is null, can not calculate rate service"

Symptoms
An order is planned onto a multi-leg itinerary, therefore creating dependent shipments. The downline shipment is spot bid to a Service Provider and therefore updating the shipment to not have any Rate Offering assigned. A Driver is attempted to be assigned or unassigned from the upline shipment therefore causing the need to recalculate the times of each shipment. When this is attempted, the following error is encountered, as OTM can not locate a Rate Service for the second shipment in order to redrive:
Rate service PK is null, can not calculate rate service
