Changes On User Preference TIME FORMAT Don't Become Effective On Screensets

Symptoms
A User Preference is configured for Time Format=HH:mm. When a search is being done on any object, the Results page still displays the times with the Time Zone. Also if the preference "Time Format=HH:mm" is used, this still shows in Military instead of including AM/PM. Help has this preference described as:
hh:mm a z: 11:59 p.m. EST
hh:mm a: 11:59 p.m.
hh:mm: 23:59
hh:mm z: 23:59 EST
