ACTUAL BEHAVIOR
---------------
When using tiered rating with the RBI: SHIPMENT.TIME_PERIOD_ORDINAL, the ordinal number did not increase if the shipments start time occurs on the same day and all Shipments within a time period are recorded with an ordinal of "1".
EXPECTED BEHAVIOR
-----------------------
Expect the ordinal to increase for each shipment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up rating with tiered rating using the RBI: SHIPMENT.TIME_PERIOD_ORDINAL,
2. Plan several shipments on the same day and note the ordinal number did not increase if the shipments start time occurs on the same day
