Error - Transaction Date Precedes Release Date For The Job/Schedule While Receiving An OSP item In iProcurement (Doc ID 1483394.1)

Symptoms

When attempting to Receive an OSP item in iProcurement, the application allows the user to modify the Receipt Date and enter a Date before the Released Date of the corresponding Work Order. Then OSP Operation remains stuck in Pending Resource Transactions with the error :

 
Users expect the Receipt Form to provide a warning to prevent entering a Receipt Date before the Release Date of the Work Order with the Resource transaction be automatically stuck.


Steps To Reproduce
1. Create work order with OSP resource.
2. Release at date 15 Dec 2011 10:00am
3. Go to purchasing, create Requisition and Purchase Order
4. Receive quantity from Purchase Order at receipt date: 15 Dec 2011 8:00 am
5. Resource transaction errors out with "Error-Transaction date precedes release date for the job/schedule."
