Error Message "Setup of the Products and Services section for Supplier Profile Management has not been completed properly" Appears When Accessing the Products and Services Page During Registration

In Oracle iSupplier Portal, Release 12.1.3, an error occurs when attempting to access the Products and Services section of the Suppliers page.
The setup of the Products and Services section for Supplier Profile Management has not been completed properly. No value has been assigned to the Products and Services setup profile option. An administrator will need to define the profile value to complete the setup.
Steps To Reproduce
The issue can be reproduced using the following steps:
1. Log in to Oracle Applications, using a Supplier Profile Administrator responsibility.
2. Click on the supplier registration.
3. Start the registration process.
4. Click the Product and Services option link. The error will occur at this point.
