View Requisition Link Errors With "You do not have enough privilege to access this requisition"

Symptoms
In Oracle iProcurement, Release 12.1.3, when attempting to view requisition details from a notification, the following error occurs:
Error
You do not have enough privilege to access this requisition.
Steps To Reproduce
The issue can be reproduced at will with the following steps:
1. Log in to iProcurement.
2. Open the requisition notification.
3. Click on the "View Requisition Details" link. The error occurs at this point.
Business Impact
Due to this issue, user cannot view requisition details from the link provided in the notification.
