Cannot Pick Release any Sales Orders In a Distributed WMS Instance

Symptoms
On : 12.1.2 version, Pick Release
When attempting to pick release any order on an instance which has been enabled for distributed WMS, Pick release completes successfully, but nothing is released. Even though pick release completed successfully, the following error can be seen in the Pick Release log file and picking ends very abruptly after this message:

SKIPPING TPW ORGANIZATION (PICKING IS NOT SUPPORTED)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to the Release Orders for Picking form
2. Submit a single order to be pick released. Do not enter any other limiting criteria.
3. Pick release completes without error, but nothing is picked. The delivery details are still in status Ready to Release
4. Review the Pick Release debug log file and see the message: SKIPPING TPW ORGANIZATION (PICKING IS NOT SUPPORTED)
