Transacting This Quantity Would Exceed The Shipping Tolerances Error In Transact Move Order Form (Doc ID 1492567.1)

Symptoms

In the Transact Move Order form (INVTOTRX), users cannot update the allocation on a move order line to split the missing quantity. The following error occurs:

ERROR
-----------------------
"Transacting this quantity would exceed the shipping tolerances for this sales order line. The maximum quantity that can be transacted for the sales order line is 15."

This issue occurred after the application of 13885374:R12.INV.B. If the missing quantity is changed to backorder only, it saves and transacts the record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to: Inventory > Move Orders > Transact Move Orders
2. Select Move Order Line.
3. Change Quantity and Split Allocation, get error.
