Symptoms
When trying to submit any concurrent request the following error is returned to the screen in a dialogue box:

APPS-FND-01564: ORACLE error -6502 in SUBMIT: others
Cause: SUBMIT: others failed due to ORA-06502: PL/SQL: numeric or value
error: character to number conversion error.
The SQL statement being executed at the time of he error was: &SQLSTMT and
was executed from the file &ERRFILE.
