iRecruitment Vacancy Notifications Contains Error for HR_NTF_EMBEDDED_REGION (Doc ID 1493682.1)

Symptoms

When attempting to create a new vacancy, the following error occurs intermittently:

Attribute HR_NTF_EMBEDDED_REGION with value JSP:/OA_HTML/OA.jsp?OAFunc=&HR_EMBEDDED_REGION-&NtfId=-&#NID- refers invalid framework URL.
ORA-31011: XML parsing failed ORA-19202: Error occurred in XML processing LPX-00216: invalid character 149 (0x95) Error at line 112


Steps to Reproduce:
The issue can be reproduced at will with the following steps.

1. iRecruitment Recruiter > iRecruitment Home.
2. Create new vacancy.
3. Routes for approval.
4. Approver receives email notification with error.
