Standard Deficit and Payant Poor Rounding Incorrectly with Unit Breaks

Symptoms
Problem #1: A Rate is configured for Payant Pour and using Unit Breaks. The Unit Breaks are configured with a Maximum Charge. When Payant Pour is calculated, the Maximum Charge is not considered.
Problem #2: A Rate is configured for Standard Deficit and also has uses a Rounding Type of Ceiling (i.e. Round Up). When Standard Deficit Rating is calculated, the evaluation of the next Unit Break is being done with a value that is rounded up instead of using the minimum value for that next break.
