RMA that has been Received and then Returned to the Customer cannot be Received Again (Doc ID 149736.1)

Symptoms

RMA that has been received and then returned to the customer cannot be received again
While trying to receive again (back to inventory, with or without inspection), RVCTP fails in error as follows:

RVTPT-020: Subroutine rvtoe_RmaPushApi() - UORA-20002: 3133: Activity instance 'RMA_WAIT_FOR_INSPECTION' is not a notified activity for item 'OEOL/<line_id>'. in Package OE_RMA_RECEIVING Procedure Push_Receiving_Info returned error


Additional ways this problem is seen:
When trying to re-receive an RMA that has been returned, the RMA # does not appear in LOV
The RMA # that has been returned to vendor will appear in the LOV in the RETURNS form, but it cannot be selected


The issue can be reproduced as follows:
a. Log into Order Management Super User
b. Open a new Sales Order,type: RMA
c. Select item, RMA line type, enter return reason in Returns tab
d. Book the order. Note its number
e. Switch to Purchasing Super User
f. In Receiving->Receipts, receive against the RMA number (Customer Tab)
g. Open Returns form, select receipt#, and return it to customer
h. Open RECEIPTS form again, try to re-receive the RMA. You will not be able to do that since RMA# will not appear in LOV.
