Goal

Split Order Release: Use this action to split an order release by ship units.
Take an Order Release with 2 Ship Units.
The Split Order Release action results in a new order release with the ship units you have split out.
The Original Order Release, however, does not get reduced by the number split to the new order release. It currently stays the same.
