Symptoms

Approver users encounter an error when clicking on Edit Requisition link in the notification. This happens even when logged into the system and can view requisitions from iProcurement responsibility.

Steps To Reproduce
1. Log in as Approver user.
2. Open notification.
3. Click on Edit Requisition link.
