Assigning Equipment After Driver Assignment Fails with "Maximum wait time per stop exceeded" Error (Doc ID 1500781.1)

Symptoms

A shipment is created using a Rate Service with a configured Max Wait Time Per Stop. A driver is assigned to this shipment where this driver has a previous assignment as well. When equipment is attempted to be assigned to the last shipment, it fails with "Maximum wait time per stop exceeded", even if the equipment is at the same location as the pickup, which would require to changes to the current times on the shipment.
