When printing the document set before ship confirm the PDF Pack Slip output is an empty template.

How can the PDF Pack Slip output be generated so the template is populated with data?

Steps:
Navigate: Shipping--Transactions
Query a Staged Order
Open Delivery
Click on "Print Doc Set" buttone to generate the shipping document set
