Milestone Template Assignment Fails With Exception: "Cannot add the MONITOR_AGENT record. MONITOR_AGENT_GID must be unique" (Doc ID 1501308.1)

Symptoms

A milestone template and object are created in a subdomain. If a user logs into the parent domain and assigns the Milestone, the BN Rule is looking up the Curvalue from the Parent's domain BN_SEQUENCE and then inserting the GID into the subdomain. As a result, the insert is failing as the curvalue retrieved already exists in the subdomain.
