Symptoms
On: 12.1.3 version, issues with functionality of AD utilities
when attempting to use adadmin to do "Scan the APPLTOP for exceptions"
the following error occurs:
Incorrect number of arguments at line 5926 of temporary output file:
/<path>/appltier/apps/apps_st/appl/admin/<path>/out/file_list.txt
Expected 2 arguments, found 4
/<path>/appltier/apps/apps_st/appl/admin/<path>/out/file_list.txt

The issue can be reproduced at will with the following steps:
1. Run adadmin.
2. Select Maintain Applications Files menu.
3. Select Convert character set.
4. Select Scan the APPLTOP for exceptions.
5. Converting from UTF8 to WE8ISO8859P1
