On OTM version 6.2.4
ACTUAL BEHAVIOR
---------------
OTM is not consolidating Orders to gain cost savigns.
When a Rate Offering is configured with a different currency, the cost comparison of the consolidation effort is incorrectly being calculated. OTM is comparing the uconsolidated graph using USD and the consolidated graph
using the other currency. However it is simply comparing the values as is, without conversion to the other currency
EXPECTED BEHAVIOR

Expect OTM to convert all costs into a single currency and compare them to correctly identify the cheapest.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created Rates using more than one currency.
2. Plan an Order
3. Note the Order is planned using the rate with lowest figure not the lowest cost.
