Why do some Requisitions not reflect Price Breaks from the Referenced Blanket Purchase Agreement (BPA)? (Doc ID 1501775.1)

Goal

When creating a Requisition, in iProcurement or Forms, and referencing a Blanket Purchase Agreement (BPA), users are finding that for some Requisitions, the price breaks specified in the Price Breaks form of the referenced BPA are not taking effect.

For example, item X1 on BPA 1234 has a base price of 100 and a discounted price of 90 if the quantity is 10 or greater. A user enters a Requisition for item X1 and enters a quantity of 20. The price on the Requisition remains 100. Why does the Requisition not reflect the discounted price of 90?
