On : 12.1.3 version, Spares Management

Enter a Parts Requirement with ship-to Technician.
Enter item with a manual entered source, and choose the inventory_org from a different OU.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. create a new SR, choose a customer with no account sites in source organization.
2. Create a task, assign to engineer, create parts requirement with ship-to=engineer.
3. Enter source and press apply: internal order gets created.
4. Create a second task, assign to engineer, create parts requirement with ship-to=customer.
5.  Enter source and press apply: internal order gets created.
6. Create a third task, assign to engineer,
7. create parts requirement with ship-to=engineer.
8. Enter source and press apply: --> get the error.
