Performance on Sales Order form and oe_items_ord_mv (Doc ID 1502471.1)

On : 12.1.3 version,

Find performance delay on Sales Order Form when navigating from Order Header to Lines and again when the Item is entered and tabbed out to quantity field.
These actions takes around 10 mins.

Most expensive sql is

select item, item_id, item_description, inventory_item_id,
  item_identifier_type, decode(item_identifier_type, 'INT', :1,'CUST', :2,
  item_identifier_type) item_identifier_type_meaning, inventory_item, Address,
  cust_address, item_definition_level, RANK
 oe_items_ord_mv where (ITEM LIKE :3) AND ( (sold_to_org_id = :4 or
  sold_to_org_id is null) and (item_status ='ACTIVE' or item_status IS NULL)
  and (cross_ref_status = 'ACTIVE' or cross_ref_status IS NULL) and (
  org_independent_flag = 'Y' or cross_ref_org_id =
  oe_sys_parameters.Value('MASTER_ORGANIZATION_ID') ) ) order by item

The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Orders, Returns > Sales Order form
3. Enter Order Header > Click on Line Items , See performance
4. On Line Items , Item is selected and tabbing out causes delay again
